HIGH-Rise Student Flats Plan For Listed Building Site

DETAILED plans have been drawn up for a 19-storey student accommodation development incorporating a historic building in Glasgow City Centre.

The proposals by Varsity Developments involve a site at 64-72A Waterloo Street and would include knocking down an unlisted building and part of listed building.

There would be 350 student homes in the complex. Amenity provision would include a sports hall, greenhouse room, gym, cinema room, karaoke, e-games and VR rooms, podcast and sensory rooms, plus a number of roof terraces.

The site includes numbers 64 (the B-listed Distillers’ Building) and 70-72A Waterloo Street (an unlisted tenement building). Both buildings have been vacant for some time.

Planning permission for a high-rise flats development at the site was refused in 2022 but consent was given in 2018 for a 14-storey office block.

A design document included with the new application states: “The proposal to retain the front part of the Distiller’s Building, noted for its high heritage significance, while demolishing the rear part reflects a balanced approach to heritage conservation and urban development, aiming to safeguard the building’s cultural legacy while fostering sustainable growth and revitalisation in the surrounding area.”

The application is pending assessment by city planners.
